These official instructions detail the equipment and how it should be organised, provides the rates of pay for training drills and the procedures on receiving news of a shipwreck. The officer in charge of each station is instructed to familiarise himself with the equipment and with the duties of all the members of his team. The gear needs to be operated by an efficient team to be most effective.

Practices should be conducted regularly and repairs to any equipment advised.

Details follow for the management of the rocket apparatus, including the immediate response to a 'call'out'. In situations where pack horses are used instead of wagons precise instructions are given for each animal's load, regarding both weight and the items it will carry.

Precision and routine such as this enabled the teams to operate at maximum and speediest efficiency.
